Before the new order of development strategies in Indonesia in theory submitted in achieving high economic growth rate. But in fact the trend seems more focused on political goals and less attention to economic development.

         While at the beginning of the new order, the strategy of development in Indonesia is more directed at what the cleaning and repairing the underlying economic conditions, especially the attempt to suppress the very high inflation (Hyper Inflation). From the description of the existing government, it can be concluded that little development strategies in Indonesia does not recognize the extreme difference in strategy. For example, in addition to equitable development strategies Indonesia did not rule out a growth strategy and a sound strategy space (as evidenced by the sharing of Indonesia with a range of development areas I, II, III, and so on).
These strategies are then reinforced by the enactment of the goals and focus of each Repelita, namely:

REPELITA I
Laying emphasis on agriculture and industry that supports agriculture lay a strong foundation for the next stage.

REPELITA II
Putting emphasis on the agricultural sector by increasing industrial processing raw materials into raw materials for laying a strong foundation for the next stage.

REPELITA III
Putting emphasis on the agricultural sector towards food self-sufficiency and improve the industry's raw materials into finished goods laying a strong foundation for the next stage.

REPELITA IV
Putting emphasis on the agricultural sector to continue efforts towards swasembad food by increasing the industry that can generate its own industrial machinery, light industry that will either continue to be developed further in Repelita-Repelita lay a solid foundation for the next stage.
